Can Community Zero Net Energy Work?

 It is not uncommon these days to see articles touting the benefits and challenges of zero net energy development projects.

"Zero net energy," "net-zero buildings," "zero net energy buildings," and a few other technical classifications all have a common foundation in the design, construction and operation of buildings with substantial efficiencies that use no more energy over the course of a year than they produce from on-site renewable sources.

 For the past ten years, University of California, Davis, has been at the forefront of the climate change debate; pushing the perceived boundaries on a scalable model for zero net energy projects.
