Lori Anne Dolqueist’s practice focuses on water, electric, natural gas, and telecommunications regulatory matters before the California Public Utilities Commission. She is experienced in representing clients in utility mergers and acquisitions, rate cases, contract negotiations and other aspects of state and federal regulation.
Ms. Dolqueist is an expert in California utility regulatory matters, particularly in matters involving water utilities. She has represented major water companies and a number of smaller water utilities before the California Public Utilities Commission. In recent years, she has been actively engaged by her utility clients in increasingly complex multi-million dollar general rate cases before the California Public Utilities Commission. She has also represented clients in the accelerating number of mergers and acquisitions taking place in the water utility industry in California.
Ms. Dolqueist also has considerable expertise in obtaining regulatory approval for property sales by public utilities. She has represented clients in cases that ultimately clarified and defined the parameters of California Public Utilities Commission approval of utility property sales. Additionally, she was an early proponent of the streamlined process for review and approval of utility property sales.
Previously, Ms. Dolqueist was an attorney in the Government and Industry Affairs Department at NorthPoint Communications, Inc. There, she represented the company before federal and state regulatory agencies. Before joining NorthPoint, Ms. Dolqueist was an associate attorney at a Washington D.C. law firm where she specialized in proceedings brought under the Telecommunications Act of 1996.
