Molly Smith provides strategic business and regulatory advice, policy analysis and project oversight to public- and private-sector clients on federal-state collaborative health initiatives, health information technology, Medicaid and Medicare. Ms. Smith manages a number of Manatt’s engagements, focusing primarily on academic medical centers, Medicaid reform (both payment and delivery system reforms) and consumer assistance in health insurance marketplaces. Ms. Smith’s recent engagements include helping develop a major overhaul of a state’s Medicaid program, including a move from a fee-for-service to a capitated payment model; supporting a major national association in designing a strategy and tools to assist its members in implementing bundled payments through a Medicare demonstration; and supporting a collective of state hospital associations in evaluating Medicaid reform strategies, including delivery system and payment reforms, Medicaid expansion and the convergence of Medicaid and the health insurance marketplaces.
Prior to joining Manatt, Ms. Smith spent six years with the U.S. Department of Health and Human Services (HHS) at both the Office of the National Coordinator for Health Information Technology (ONC) and the Centers for Medicare and Medicaid Services (CMS). In her capacity at CMS, she developed and managed the agency’s relationships with state and local officials to improve understanding of CMS policies related to Medicaid, health IT and Medicare Part D. Ms. Smith’s additional health policy experience includes analyzing and developing Medicaid eligibility policies and Medicare hospital payment policies, including drafting federal regulations. While at HHS, Ms. Smith was certified as a contract officer and grants project officer.
