Deborah Bachrach Quoted on Medicaid as a Block Grant

The Republicans' Plan to Cut Medicaid, Explained
– Vox

Manatt's Deborah Bachrach, a partner in the firm's Healthcare practice, spoke to Vox about the push by Republicans to turn Medicaid into a "block grant."

Vox reports that turning Medicaid into a block grant simply means handing control of the program—and the funding for it—over to the states. Block grants are typically meant to save the federal government money. Instead of paying a set percentage of each enrollee's bill, the federal government would pay a specific amount to each state. It would then be up to the states to figure out how to best spend those funds.

"Everybody's proposal is slightly different, but at the end of the day, it's a fixed sum of money," said Bachrach, who previously ran New York's Medicaid program.
