• Manatt's Jon Costantino Confirmed to Central Valley Regional Water Quality Board

California State Senate Confirms Costantino's Four-Year Appointment

SACRAMENTO, CA - August 27, 2012 - Manatt, Phelps & Phillips, LLP, announced that the California State Senate confirmed on August 22, 2012, the four-year appointment of Jon Costantino, a senior advisor in the firm's Climate Change, Environmental & Clean Energy Policy Practice, to the state's Central Valley Regional Water Quality Board. Governor Edmund G. Brown, Jr., appointed Costantino to the Board in November 2011, subject to the Senate's approval.

Costantino currently serves as vice chair of the Board, which is the largest and most diverse of the nine regional boards, stretching from the Oregon border to the northern tip of Los Angeles County. It covers nearly 40 percent of California and almost 80 percent of the state's irrigated agricultural land.

"Jon exemplifies Manatt's longtime commitment to public service," said Thomas McMorrow, chair of the firm's Sacramento office and a partner in the Government & Regulatory Division. "His immense climate change experience in both the public and private sectors, together with his appreciation of the need for thoughtful water policy, will be a great asset to the Board and its work preserving the quality of California's water resources. We are very proud and congratulate Jon on this important appointment."

Prior to joining Manatt in 2010, Costantino served as a climate change planning manager at the California Air Resources Board. He has experience as a legislative analyst, and has worked as an air pollution engineer at the Yolo-Solano Air Quality Management District.

"I am very pleased by the Senate's decision to confirm my appointment," said Costantino. "I appreciate the chance to serve the citizens of California's great Central Valley to ensure that their water is cleaner tomorrow than it was yesterday. This is a very important public service opportunity, and I look forward to the many interesting discussions that lie ahead."

Costantino joins several Manatt professionals who serve on key state boards, including George Kieffer, member of the Regents of the University of California; Thomas Umberg, member of the Board of the California High Speed Rail Authority; and Richard Costigan, member of the California Public Employees' Retirement System Board of Administration and the State Personnel Board.
