Phyllis Marshall has over 20 years of experience representing
clients before the California State Legislature, the Governor’s Office and
numerous state agencies, including the California Department of Insurance, the
California Department of Corporations, the California Department of Motor
Vehicles, the California Attorney General’s Office, the California Department
of Health Care Services and the California Board of Equalization.
Ms. Marshall provides advice and counsel to both private-sector
and public-sector clients on matters before the California State Legislature in
numerous subject matter areas, including local government, energy and
telecommunications, manufacturing and taxation, healthcare, financial services
and insurance, and education policy. She also provides legal counsel and
strategic advice to clients before state agencies on litigation, compliance and
Prior to joining the firm, Ms. Marshall served as the California
Manager of Governmental Affairs for Eli Lilly & Company. She also served as
the Vice President and General Counsel of the Personal Insurance Federation of
California. Her responsibilities included representing the Federation and the
member insurance companies before the California Department of Insurance and
the California State Legislature. She was responsible for implementing and
executing strategies and tactics aimed at advancing the associations’
legislative and regulatory goals and objectives.
Ms. Marshall has also been instrumental in the leadership and
development of several Sacramento-based business coalitions and has extensive
knowledge in the elections and initiative process. She was a founder of the
California African American Political Action Committee and the California
Association of African American Advocacy Professionals. Ms. Marshall, who is an
active member of the National Bar Association, is a past President of the
California Association of Black Lawyers.
