Metro's Roger Moliere Joins Manatt's National Infrastructure and Real Estate Teams

Los Angeles Metro Executive Brings Public/Private Development Expertise.

Manatt announced that Roger Moliere has joined the firm as a senior advisor in the Real Estate and Land Use practice. Moliere previously served as head of the Public-Private Partnership (P3) group responsible for real property management and development at the Los Angeles County Metropolitan Transportation Authority (Metro), the California state-chartered regional public transportation planning and operating agency.

Moliere has more than 35 years' experience in real estate development, leveraged leasing and infrastructure development. At Metro, he supervised private/public development of Metro-owned property along transportation corridors and other large Metro-owned sites. Moliere established Metro's successful P3 program to joint venture with the private sector to develop and operate transit, highway and infrastructure projects ranging in size from $800 million to more than $10 billion.

Moliere served Los Angeles County beginning in 1996, first in the Department of Beaches & Harbors, where he led negotiations for second-generation development of Marina del Rey and oversaw development along the 31 miles of coastline managed by the county. During that time he completed more than $1.5 billion in new leasehold public/private joint development projects.

Before joining the public sector, Moliere practiced real estate law, focusing on banking, real estate finance and development, and bond transactions.
