    Profile

    Tanya Schwartz is a Manager with Manatt Health Solutions (MHS), an interdisciplinary policy and business advisory division of Manatt, Phelps, & Phillips, LLP. Ms. Schwartz provides policy expertise, strategic advice, technical support, and project oversight to states, foundations, and a broad array of other clients on implementation of the Affordable Care Act, state marketplaces, Medicaid, and the Children’s Health Insurance Program (CHIP).

    Prior to joining MHS, Ms. Schwartz was a technical director at the Centers for Medicare & Medicaid Services (CMS) in the Center for Medicaid and CHIP Services.  In this position she led the State Operations and Technical Assistance (SOTA) initiative to provide support and assistance to states on Medicaid and CHIP changes under the Affordable Care Act (ACA).  She coordinated the work of team members across the country and served as the primary liaison between states and CMS subject matter experts on eligibility policy, benefits, IT systems, delivery systems, outreach and enrollment, program integrity and financing. 

    During her tenure with CMS, Ms. Schwartz served as a policy advisor in the Office of the Deputy Administrator & Center Director of Medicaid and CHIP Services, where she worked on priority projects related to Medicaid and CHIP and led the development of www.Medicaid.Gov.  She also managed the Medicaid and CHIP eligibility and enrollment final regulation that codified many ACA provisions. 

    Prior to working at CMS, Ms. Schwartz was a policy analyst with the Kaiser Commission on Medicaid and the Uninsured at the Henry J. Kaiser Family Foundation.  In this role she wrote a range of publications on national health reform, state health reform, young adult health coverage, and broad issues related to coverage and access to care for the uninsured.  One of her primary projects was developing a side-by-side comparison of all of the health reform proposals debated by Congress.
