Professional Experience

Mr. Connelly advises health care providers, health plans, pharmacy benefit management companies, managed care companies, and pharmaceutical manufacturers on regulatory, transactional, and compliance issues.  Mr. Connelly counsels pharmaceutical manufacturers regarding payment for drugs under Medicare Parts A, B, and D.  He also advises pharmacy benefit management companies and Medicare Advantage organizations regarding Medicare regulatory compliance.  Mr. Connelly has significant experience with pharmacy issues, including state board of pharmacy regulation, state Medicaid payment policies, and managed care contracting.  He also has negotiated distribution and supplier agreements between pharmaceutical manufacturers and pharmacies.  In addition, Mr. Connelly represents hospitals and other providers with respect to Medicare payment polices and conditions of participation.

Mr. Connelly came to Manatt after spending four years with the Centers for Medicare & Medicaid Services Division of the Office of the General Counsel of the U.S. Department of Health & Human Services. Mr. Connelly was lead attorney for the Medicare hospital inpatient prospective payment system. He also advised the agency regarding issues related to laboratory certification and Medicare payment for diagnostic laboratory tests.
