Manatt Adds Prominent Healthcare Litigator Robert Fabrikant in Washington 

WASHINGTON, D.C. – January 5, 2009 – Manatt, Phelps & Phillips, LLP, the national law and consulting firm, announced today that Robert Fabrikant has joined the firm as a partner in the Litigation Division, the Healthcare and White Collar Practice Groups.  Fabrikant comes to Manatt from Sidley Austin, LLP, where he had been chair of the firm’s national healthcare practice.  He is based in Manatt’s Washington, D.C. office.

Fabrikant is an accomplished litigator whose practice focuses on civil and criminal litigation in the healthcare industry, with an emphasis on fraud and abuse, False Claims Act, compliance and antitrust issues.  He is a nationally recognized expert, speaker and author on white collar and whistleblower issues relating to healthcare.  Over 20 years ago, he founded the American Bar Association subcommittees dealing with those practice areas.  His clients include for-profit and not-for-profit healthcare delivery systems, pharmaceutical companies, acute care and psychiatric hospitals, managed care physician groups, durable medical equipment suppliers, nursing homes, individual physicians and trade associations.

Fabrikant was the senior law clerk to Chief Justice Warren E. Burger, Counsel to the Monetary Authority of Singapore, an Assistant U.S. Attorney in the District of Columbia, and a trial attorney in the Antitrust Division of the Department of Justice.  He is an adjunct professor at Georgetown University Law Center, Howard University School of Law, and at the Transnational Law and Business University in Seoul, Korea.  He was an adjunct professor of law at the University of Southern California Law School, and a lecturer in law at the University of Singapore Law School.

Fabrikant is a co-author of Health Care Fraud: Enforcement and Compliance, an annually updated treatise published by Law Journal Press.  Most recently, he published In the Shadow of the False Claims Act: 'Outsourcing' the Investigation by Government Counsel to Relator Counsel During the Seal Period, 83 N.D. L. Rev. 837 (2007); and Emancipation and the Proclamation: Of Contrabands, Congress and Lincoln, 49 HOW. L.J. 313 (2006).

Fabrikant earned his J.D. from Georgetown University Law Center, and his B.A. from the University of Pennsylvania.
