Advancing a National Health Data Agenda: Realizing the Promise of All Payer Claims Databases

States have always been the primary regulators of their local health care markets and have increasingly used All Payer Claims Databases (APCDs) as one tool to help them make data-driven policy decisions. Like much state health policy, however, APCDs can only do so much as exclusively state-based entities in a world where federal health policy increasingly shapes state markets. In the case of APCDs, there is much to be gained by more state-federal collaboration.
