August 2, 2013 - Manatt's Richard S. Costigan, III, senior director of state and government affairs in the firm's Sacramento office, was interviewed by the Sacramento Business Journal for a story on California Governor Jerry Brown's recent reorganization of state agencies.

On July 1 five large cabinet-level departments were regrouped into three new agencies as part of the governor's continuing efforts to streamline state government, cut costs and increase efficiencies.

The move lumps different departments and offices with similar purposes under the same agency.

Costigan told the publication that the governor's mission to revamp the state's bureaucracy, which moves different departments and offices with similar purposes under the same agency, will mean positive changes for business, who may find the system easier to navigate.

"If I have to go to the Department of General Services and the Department of Technology to sell a computer system to the state of California, now I have one agency that's overseeing all procurement," said Costigan. "You can draw that thread through all of government."

The governor, Costigan told the Sacramento Business Journal, deserves a lot of credit. "You're talking about a monolithic institution that doesn't like change. You have to overcome that entrenchment and he did that."
