    Steven Farkas is of counsel in the Energy, Environment and Natural Resources practice group in the Los Angeles office. For the last two decades Mr. Farkas has been General Counsel of Paramount Petroleum, an independent refiner with facilities throughout the Western United States. In this capacity, Mr. Farkas was responsible for numerous asset sales and acquisitions, including the sale of the company for a $300 million profit. After the sale of Paramount to Alon USA in 2006, Mr. Farkas continued in his capacity as General Counsel of Paramount, assisting Alon in the acquisition of the former Shell refinery in Bakersfield, California, as well as handling various environmental matters for Alon's other domestic refineries. Mr. Farkas also worked with BSRE, an Israeli real estate company, to entitle and develop a 30-acre petroleum tank farm located north of Seattle, Washington, on the Puget Sound.

    With almost 25 years of experience working in-house for petroleum companies, Mr. Farkas has handled the full array of issues that confront a heavily regulated industry located in densely populated Southern California. He worked with environmental professionals to develop and implement audit and compliance programs, and also handled all enforcement actions brought against Paramount assets, including criminal complaints as well as civil and administrative proceedings. Until his departure, Mr. Farkas was also Alon's in-house attorney responsible for negotiating a consent decree with the U.S. Department of Justice and the U.S. Environmental Protection Agency under the federal "refinery initiative" program.

    Mr. Farkas has extensive lobbying experience at the federal, state and local levels and has worked to make changes to a number of regulatory programs that impact his clients, including AB32, the Greenhouse Gas initiative, as well as the federal Renewable Fuel Standard program, RFS2. He also worked with the Federal Trade Commission and the California Attorney General's office on numerous investigations into West Coast energy issues and successfully lobbied to ensure that corporate consolidation in the oil and gas industry did not impact Paramount's ability to survive.

    In his position as General Counsel, Mr. Farkas supervised all litigation and insurance claims and was responsible for designing the environmental corporate insurance program prior to the sale of Paramount to Alon. Mr. Farkas also worked on numerous employment law issues and a number of loan agreements with the company's various lenders. Prior to joining Paramount, Mr. Farkas was counsel for Exxon/Mobil's Torrance refinery.
