Position Overview
As a part-time employee at Manatt, you will work with a team of passionate and driven professionals. You will provide subject matter and consulting expertise for our clients with a particular focus on developing or implementing governmental strategy. The ideal candidate brings extensive experience in healthcare strategy, governance, and health information technology, with a proven record of leading large-scale public - private initiatives, statewide partnerships, and cross-sector collaborations spanning government agencies, health systems, and provider organizations.
Responsibilities
Provide subject matter expertise in statewide health information exchange (HIE), health IT, and digital health strategy across multi-agency and cross-sector engagements, guiding initiatives from strategic design through implementation and execution.
Advise state leadership, health systems, and public-sector partners on large-scale health IT transformation, organizational governance, and funding strategies to advance interoperability and healthcare quality outcomes.
Conduct policy and program analyses to inform legislative reports, state planning documents, and strategic roadmaps, translating complex technical and financial data into actionable insights for executive and policymaker audiences.
Collaborate with health systems, payers, technology vendors, and public health agencies to design and implement data-sharing frameworks and partnerships that improve connectivity and care coordination across North Carolina’s healthcare ecosystem.
Qualifications
Extensive expertise in healthcare strategy, governance, and health information technology, with over a decade of experience consulting on statewide and federal health policy initiatives and digital transformation programs.
More than 15 years of providing executive advisory support spanning public, private, and nonprofit health sectors, including integration and development efforts for statewide health systems and government-led health IT infrastructures.
Proven success in designing and executing large-scale partnership and governance models across hospitals, provider networks, payers, and state agencies to advance interoperability and coordinated care delivery.
Skilled in the development of economic and strategic planning documents, including federally approved Health Information Exchange (HIE) Advance Planning Documents (I-APDs).
Proficient in Microsoft Excel, Word, and PowerPoint, with extensive experience developing strategic reports, funding proposals, and executive presentations that support data-driven decision-making.

Salary
The pay range for this role is between $90 - $115 per hour. The base pay to be offered will vary and depend on skills and qualifications, experience, location and will also take into account internal equity. Additional medical, financial and/or other benefits will not be offered for this position.
