Metro's Roger Moliere Joins Manatt's National Infrastructure and Real Estate Teams

Los Angeles Metro Executive Brings Public/Private Development Expertise.

Manatt announced that Roger Moliere has joined the firm as a senior advisor in the Real Estate and Land Use practice. Moliere previously served as head of the Public-Private Partnership (P3) group responsible for real property management and development at the Los Angeles County Metropolitan Transportation Authority (Metro), the California state-chartered regional public transportation planning and operating agency.

Moliere has more than 35 years' experience in real estate development, leveraged leasing and infrastructure development. At Metro, he supervised private/public development of Metro-owned property along transportation corridors and other large Metro-owned sites. Moliere established Metro's successful P3 program to joint venture with the private sector to develop and operate transit, highway and infrastructure projects ranging in size from $800 million to more than $10 billion.

"Roger is a terrific addition to our team," said Keith Allen-Niesen, chair of Manatt's Alternative Energy Group. "He's a creative lawyer with a deep understanding of both the rules applying to major infrastructure projects and the varied interests of the government and private-side players. His P3 experience is unmatched."

Moliere served Los Angeles County beginning in 1996, first in the Department of Beaches & Harbors, where he led negotiations for second-generation development of Marina del Rey and oversaw development along the 31 miles of coastline managed by the county. During that time he completed more than $1.5 billion in new leasehold public/private joint development projects.

Before joining the public sector, Moliere practiced real estate law, focusing on banking, real estate finance and development, and bond transactions.

"Manatt's real estate, land use and government practices are best in class," said Moliere, "and a great foundation for a world-class infrastructure and P3 practice. I'm very pleased to join such a skilled group and am excited about deepening the infrastructure advisory side of the team."

Moliere is the latest in a series of high-profile Manatt additions, including former senior White House and Commerce Department official Michael Camuñez and former Goldman Sachs Investment Banking Chair and California State Treasurer Kathleen Brown.

Manatt's Real Estate and Land Use practice is one of the largest and most experienced in California. The group is nationally recognized for excellence by Chambers USA and The Legal 500 and achieved a Tier 1 ranking in U.S. News & World Report's 2014 ranking of the country's "Best Law Firms."
