Christopher Chen, MD, MBA is a Manatt Health senior advisor with deep experience in health policy, clinical strategy and delivery system transformation. He advises clients on a range of matters spanning Medicaid policy, clinical strategy, health information technology, digital health, quality improvement and health equity.

Dr. Chen previously served as medical director for Medicaid at the Washington State Health Care Authority, where he led clinical policy development and supported innovative purchasing and delivery strategies to improve population health and reduce disparities for more than two million covered lives. His work included expanding community-based care programs, advancing value-based payment models, and strengthening data and interoperability infrastructure.   

Earlier in his career, Dr. Chen held clinical and operational leadership roles in a large academic integrated delivery system. In these roles, he led initiatives focused on hospital care redesign, post-acute care strategy and value-based performance improvement. He also has experience in health care strategy consulting, advising health systems and payers on growth strategy, care model innovation and performance transformation. He is board certified in internal medicine and clinical informatics.
