Elizabeth Dervan

Elizabeth Dervan is counsel at Manatt Health with deep experience working with federal agencies, Congress and a wide range of health care stakeholders on the development and implementation of health policy across the nation. She leverages her legal, policy and consulting experience to partner with clients at the forefront of delivery system transformation to continue improving Medicaid policy, implementation and program development.

As a former Senior Advisor at the Centers for Medicare and Medicaid Services (CMS), Elizabeth has counseled policymakers on matters related to Medicaid and the Children’s Health Insurance Program (CHIP), the Affordable Care Act (ACA) Marketplaces, and Medicare. Before joining CMS, she served as Senior Counsel with the U.S. Senate Committee on Finance, leading the Committee’s efforts on Medicaid and CHIP and developing and negotiating national policy to expand access to affordable and comprehensive health coverage.

During her previous tenure at Manatt, Elizabeth advised states, local governments, foundations, health care providers and other entities on regulatory matters related to Medicaid, CHIP and the ACA, in addition to assisting states and health care stakeholders in their response to the COVID-19 crisis.
