Dori Glanz Reyneri

Dori Glanz Reyneri is a Managing Director at Manatt Health with more than 15 years of experience shaping health policy, advising government leaders, and guiding health care organizations through complex regulatory and market change. Her work at Manatt focuses on advising states, health care providers, and other health care organizations on policy design and analytics related to Medicaid authority, delivery system transformation, and payment reform.

Dori has deep experience leading teams in development, negotiation, and implementation of Medicaid Section 1115 waivers and other Medicaid authority pathways that enable states to pursue innovative strategies to strengthen their Medicaid programs. She frequently publishes on topics related to national Medicaid waiver trends and developments. Dori also leads initiatives focused on state delivery system and payment reform, including the development of innovative primary care programs across multiple states.

Dori brings deep knowledge on Medicaid budget issues: before joining Manatt, Dori was a Medicaid program examiner with the U.S. Office of Management and Budget (OMB), Healthcare Division. Before OMB, Dori was a program analyst for the U.S. Department of Health and Human Services in the Office of the Assistant Secretary for Financial Resources through the Presidential Management Fellowship program.
