Amy L. Hunsberger

Amy Hunsberger is a Manatt Health Special Counsel with extensive government and health care leadership experience. With deep knowledge of the federal Medicare program, Amy provides practical, actionable legal advice to help clients navigate complex federal health programs. Amy is also a leading authority on the Medicare Physician Fee Schedule and Quality Payment program. She is well-positioned to help hospital, physician, academic medical center and other health care provider clients, as well as those in the telehealth, life sciences and biotechnology sectors.

For over two decades, Amy served as a senior attorney for the U.S. Department of Health & Human Services’ (HHS) Office of the General Counsel in its Centers for Medicare & Medicaid Services (CMS) Division. She is intimately familiar with the Medicare program, particularly Part B coverage, coding and payment, clinician and provider payment, the Quality Payment Program and other quality programs, CMS Innovation Center value-based and alternative payment initiatives, telehealth and technology-based health care delivery, and administrative law. In her role, Amy advised CMS in developing legal options and rationales to support federal government policy objectives over five Administrations and counseled CMS throughout program implementation, often including notice-and-comment rulemaking. Amy leverages this experience to provide proactive legal, regulatory and policy advice to advance clients’ business interests through connection and innovation in federal health programs.   

Earlier in her career, Amy directed marketing and planning activities, first for a 400-physician faculty practice plan at the University of Texas Medical Branch at Galveston and then for Texas Children’s Hospital in the Houston Medical Center.
