Chris Dombrowski

Chris Dombrowski is a Legislative Advisor for Manatt’s government advocacy and contracting practice. Chris brings experience from California’s highest levels of state government and political leadership, in addition to deep knowledge of public policy, legislative strategy and executive agency operations.

As the former Chief Deputy Director for the California Governor’s Office of Business and Economic Development (GO-Biz), Chris played a pivotal role in shaping and executing statewide economic development initiatives. In this capacity, he led cross-functional teams and oversaw key policy areas impacting California’s economy including business assistance, regulatory issues and state budget implementation. He has extensive experience collaborating with businesses across key industries—including technology, clean energy, logistics, and entertainment—alongside a policy focus on regional economic and workforce development, as well as small business support.

In 2020, Chris also served as acting Director of GO-Biz, guiding the state’s businesses through the height of the pandemic. He launched and expanded new assistance and grant programs for California businesses and workers, including the largest small business grant program in the country.

Prior to joining GO-Biz, Chris served as a senior policy consultant in the Office of the Lieutenant Governor, where he advised on legislative and economic issues, working closely with subject matter experts and stakeholders to craft and communicate nuanced policy positions.

Along with his public sector leadership, Chris brings extensive political experience, having worked on multiple high-profile candidate and ballot measure campaigns.
