Edith Coakley Stowe

Edith Coakley Stowe is a managing director with Manatt Health, an interdisciplinary policy and business advisory practice of Manatt.

Edith brings over a decade of experience designing and implementing population health initiatives at both the federal and state levels. Edith advises state and other clients, and leads teams at the intersection of Medicaid policy, program design and implementation. She brings special expertise in primary care transformation, alternative payment models, Medicaid managed care and quality measurement and improvement as well as the intersection of health and housing, food and other social drivers of health. Edith is a skilled facilitator known for her ability to drive progress on complex program implementation projects across multiple stakeholders and viewpoints. She is a member of the Camden Coalition’s National Advisory Committee.

Prior to Manatt, Edith served as a Health Insurance Specialist at the Center for Medicare and Medicaid Innovation (CMMI) within the Centers for Medicare and Medicaid Services (CMS). She led the team implementing the Comprehensive Primary Care (CPC) initiative, a payment and care delivery model involving 500 primary care practices in 7 U.S. regions, as well as over 30 health care payers acting in partnership with CMS.
