Bio

Elizabeth Osius

Elizabeth (Liz) Osius has over a decade of experience helping clients—including federal, state and local government agencies, foundations, providers, payers, and health program vendors—navigate the complex regulatory and operational challenges of today’s healthcare landscape. Liz’s in depth understanding of public health insurance programs, including Medicaid, the Children’s Health Insurance Program (CHIP) and Health Insurance Marketplaces, enables her to help clients anticipate challenges and implement effective strategies to improve their health coverage and care delivery.

Liz has advised on health reform and transformation initiatives across multiple states. Examples of her recent work include: supporting Oregon and North CarolinaMedicaid agencies with the design and launch of innovative 1115 Demonstration Waiver programs to address members’ social needs; advising Covered California in the design and launch of its population health  program “Beyond Covered”; and providing analysis and guidance to Nevada and Virginia Medicaid agencies in managed care delivery redesign. Liz has also supported multiple clients to design and obtain federal approval for CHIP health services initiatives (HSIs).

Prior to joining Manatt, Liz worked closely with CHIP directors at the National Academy for State Health Policy and  evaluated various aspects of the Medicare program withinthe Office of Evaluation and Inspections (OEI) under the U.S. Department of Health & Human Services’ (HHS) Office of Inspector General (OIG).
