Emma Kerr is a consultant with Manatt Health, based in the Firm’s D.C. office. She supports clients across the health care industry by providing data-driven insights and policy analysis, with a focus on payment models, rural health and health care system performance.

Prior to joining Manatt, Emma was a public health analyst where she supported alternative payment model implementation and evaluation for the Centers for Medicare & Medicaid Innovation. Her work included analyzing large health care datasets, creating practice-level performance reports and delivering client-ready data visualizations to support quality improvement and policy development.

Emma also brings experience from research roles, and her work has spanned rural health, economic development, housing policy and entrepreneurship, all grounded in a commitment to equity and systems-level change.
