Emma Rutan is a Manatt Health consultant in the Firm’s New York office. Emma specializes in expanding access to coordinated, community-based services for children and youth with complex behavioral health needs (e.g., involvement in foster care, juvenile justice), advising state Medicaid agencies on policy development for care coordination services and reentry initiatives.

Emma also supports Manatt’s LGBTQIA+ health access efforts, advancing implementation of gender-affirming care coverage through Medicaid. In addition to her client work, she serves as co-chair of Manatt's LGBTQIA+ Affinity Group, helping lead programming and inclusion efforts that support LGBTQIA+ professionals and allies across the firm.

Prior to joining Manatt, Emma focused on Native American health research, policy, and intervention, building trauma-informed smoking cessation programs with the Black Hills Center for American Indian Health and supporting budget processes with the Indian Health Service. Her work is grounded in a commitment to advancing equitable access to care for historically underserved communities.
