Harmon Lim is a Manatt Health consultant in the Firm’s San Francisco office.

With a background in Medicaid analytics and health policy, Harmon supports clients through data-driven insights that inform and shape health care policy at the federal and state levels.

Before joining Manatt, Harmon served as a researcher where she led the development of Medicaid analytic products and advised on data quality issues for federal agencies using large health care administrative data sources. She contributed to high-impact deliverables for the Centers for Medicare & Medicaid Services and Centers for Disease Control and Prevention, including data briefs and feasibility analyses focused on maternal and infant health, school-based services, and Medicaid coverage transitions.

Harmon brings technical experience in SAS, SQL and Python, and has worked extensively with Medicaid and Medicare administrative data sources and environments, including T-MSIS, TAF and CCW VRDC. She is passionate about leveraging data to drive equitable health care outcomes and improve public health systems.
