Hori to Instruct ULI Orange County/Inland Empire Masterclass on California Real Estate Entitlements
Manatt Land Use Partner will serve as an instructor for the Urban Land Institute Orange County/Inland Empire’s two-part “Masterclass: Navigating the California Real Estate Entitlement Process,” taking place April 1 and April 8, 2026, in Irvine, CA.
ULI Orange County/Inland Empire is a nonprofit real estate and land development organization dedicated to research and education. It brings together real estate and land use professionals to advance responsible development throughout the region. This program will equip participants with practical tools to confidently navigate the complexities of real estate entitlements in California.
The first session on April 1 will focus on development framing and risk control, addressing how projects are positioned prior to entitlement. Topics include pre-acquisition due diligence, general plan and zoning analysis, selecting an entitlement strategy, early political and community considerations, housing-specific tools, vesting, development agreements and assembling the right project team.
The second session on April 8 will concentrate on entitlement execution, examining how plans move through approval. Discussion will cover environmental review, agency coordination, conditions of approval, design review, public hearings, appeals, litigation exposure and post-approval project vulnerability.
Hori will be joined by Pamela Sapetto, CEO and President of Sapetto Real Estate and Eric Nelson, Vice President of Community Development at Trumark Homes.
