Jonah Frohlich and Kaitlyn Harrington Motley to Speak at Civitas Networks for Health Annual Conference

Manatt Health Senior Managing Director and Senior Manager will speak at the Civitas Networks for Health Annual Conference in Arlington, VA, on September 22–23, 2026. Frohlich and Motley will participate in “Consent Governance in Health Data Exchange: Building Trust Through Shared Principles – Part 1” on September 22 and “Part 2” on September 23.

The two-part session will provide an overview of why consent management matters now more than ever, sharing lessons learned from California’s to enable real-time, privacy-compliant data sharing across physical health, behavioral health and social services. Drawing on California’s path from a three-county pilot to early adopters and statewide rollout, the sessions will offer a practical roadmap for advancing statewide consent management services, covering compliance with federal interoperability rules, governance, legal clarity, funding, technology considerations and the importance of ongoing stakeholder engagement. Participants will gain an understanding of the core principles for consent management.
