Ross Margulies to Speak at AHLA Fundamentals of Health Law Conference

Manatt Health Partner will speak at the American Health Law Association’s (AHLA) Fundamentals of Health Law Conference in Chicago, IL, on November 1, 2026. Margulies will lead a session titled, “Fundamentals of Medicare Parts C and D.”

The session will explore the historic development of Medicare Advantage and Medicare Part D and the legal and operational issues shaping these programs. Margulies will discuss key considerations including risk adjustment, beneficiary cost-sharing, provider networks, prior authorization and the intersection with state laws, as well as how the Inflation Reduction Act of 2022 reshaped the Part D program through benefit redesign and the creation of the Medicare Drug Price Negotiation Program. The session will also consider future developments, including areas of Congressional oversight and opportunities for reform.
