KY Governor’s Plan to Charge Medicaid Premium Could Backfire

Uncompensated Care Costs are Way Down for Kentucky Hospitals
– WKYU

WKYU, the public radio station for Western Kentucky University, quoted Manatt’s Deborah Bachrach, a partner with Manatt Health, for an article about healthcare costs and coverage in Kentucky. Kentucky Governor Matt Bevin submitted a proposal of changes to the federal government that would require Medicaid recipients to volunteer, work or do job training and make monthly payments in order to keep coverage.

Bachrach said that premiums would mean fewer people will be covered. The publication reports that this could lead to more charity care costs for the uninsured, meaning more costs are passed on to insured patients who must then pay higher prices for care.

“They create more uncompensated care because they create more uninsured people — they can’t access coverage because the premium cost is a barrier,” Bachrach said.
