Connecticut General Assembly Considers Public Health Insurance Options

Manatt’s Cindy Mann, a partner with Manatt Health, spoke to Connecticut News Junkie about government-sponsored public health insurance options in the state.

Mann, who previously worked at the Center for Medicaid and CHIP Services (CMCS), said that other states such as Minnesota, California and Nevada are currently looking at Medicaid buy-in program options, and Connecticut may want to do the same.

Connecticut “would have to decide whether to offer its public option on the exchange and would have to weigh how that might impact the two private health insurance companies currently participating in that space,” said Mann.

The idea of a Medicaid buy-in program is to “take a program the state is already administering to come up with a product that is less costly than the standard commercial product,” she said.
