United States, which found that the federal government will have to pay health insurers to cover the losses associated with covering sicker, uninsured people. In the article, Kolber noted that this decision will have far-reaching implications beyond health policy. “Companies that do business with the federal government can now be rest assured that once Congress supplies financial incentives in return for their performance, they will get paid unless Congress explicitly repeals that promise,” he said.
