Jacqueline Marks Smith is a director with Manatt Health, where she advises states, foundations and advocacy organizations on health technology and reproductive health policy to expand access to care.

Jacqueline is a recognized leader in health technology policy, translating complex telehealth, AI and digital health statutes into actionable guidance that drives strategic decision-making and advocacy. She focuses on designing coverage and payment frameworks for states and other payors that harness technology to modernize care delivery and advance health equity.

She brings deep experience across the reproductive health policy landscape, spanning abortion access, family planning and maternal health. Jacqueline draws on her thorough understanding of reproductive health stakeholders and delivery models to shape and advance policy agendas — with a particular focus on identifying opportunities to integrate digital health technologies into reproductive health services.

Jacqueline also partners with major health systems and academic medical centers on strategic planning and implementation, bringing disciplined project management to complex, multi-stakeholder initiatives.
