Katie Zhang is a Manatt Health consultant in the Firm’s San Francisco office.

With experience in federal health program modeling, legislative analysis and community-based advocacy, she helps clients navigate the financial, regulatory and policy implications of federal and state health reforms.

Before joining Manatt, Katie served as an assistant analyst in the Low-Income Health Programs Unit at the U.S. Congressional Budget Office. She developed economic models to assess the impact of proposed federal health legislation on the deficit, authoring numerous cost estimates and conducting ten-year budget projections for major federal programs. Her work supported congressional deliberations on Medicaid, the World Trade Center Health Program and other critical federal health initiatives.
