Lili Muskal is a Manatt Health consultant in the Firm’s San Francisco office. Her practice focuses on clients advancing health data exchange, administrative health care reform and responsible AI adoption. Lili brings a diverse public and private sector health care background, with experience supporting large state departments, life sciences companies, health technology start-ups, foundations, advocacy coalitions and trade associations.

Prior to Manatt, Lili held finance, commercial strategy and market access roles at Amgen, where she built financial models to forecast the impact of state and federal policies and consolidated the organization's gross-to-net revenue forecasts. During graduate school, she worked as an independent consultant on growth and go-to-market strategy for Brightline, Lyra and Somethings.

Earlier in her career, Lili worked in business development at Ionis Pharmaceuticals and led SOURCE Nonprofit Consulting, a student-managed, externally funded organization at Claremont McKenna College.
