Mike Stoker

Mike Stoker is a Manatt Energy and Environment National Advisor with over four decades of experience in government and public relations focusing on agriculture, labor, land use, energy, environmental law and public policy.

Leveraging his deep knowledge of the policy and regulatory landscape, Mike helps clients navigate complex state and federal regulatory issues and develop compliance strategies that maximize businesses’ growth while maintaining adherence to industry best practices. He has a background working with organizations in the oil, petroleum and natural gas industry, particularly across California, as well as those in the agriculture and mining sectors. Additionally, he has worked with a range of tribal and Pacific Island territory individuals.

Mike is a former elected member of the Santa Barbara County Board of Supervisors, former Majority Counsel to Congress, former Chairman of the California Agricultural Labor Relations Board, and former California Deputy Secretary of State. He also served as the Southwest Administrator of the U.S. Environmental Protection Agency, where he played a pivotal role in shaping environmental policy in the western U.S. during the first Trump Administration.
