Payam Mostafavi is a land use associate in the firm’s Orange County office. Payam counsels private developers and landowners on complex state and federal environmental and land use laws, with a particular emphasis on the California Environmental Quality Act, entitlement strategy and litigation risk management for real estate development projects. His practice includes advising on local land use approvals, general plan and zoning consistency and regulatory compliance before local, regional and state agencies.

Prior to joining the firm, Payam practiced at another law firm for several years, where he advised public agencies on public finance, planning and land use matters, as well as general municipal law and related transactional issues.
