Raleigh, McNamara and Walsh Named to 2026 Albany Power 100 List by City & State New York

Manatt Health Managing Director , Partner and Government and Regulatory Partner were recognized by City & State New York on its 2026 Albany Power 100 list, which highlights the top leaders in New York state politics and government.

In addition to her achievements at Manatt, Raleigh was noted for her work at the Department of Health, where she played a pivotal role in the state’s response to the COVID-19 pandemic and also directed health care provider policies involving the certificate of need/licensing process as well as operating and capital grant funding mechanisms/decisions, in addition to her management of the health care bond portfolio including capital financings and debt restructurings for health care providers while at the Dormitory Authority of the State of New York. 

McNamara was highlighted for her achievements surrounding New York’s health care laws and bureaucracy, such as assisting financially distressed hospitals in obtaining funding from state programs for capital projects and navigating the state’s regulatory and licensing labyrinth to advise newcomers to the state’s home care, pharmacy and Medicaid markets.

With his decades of experience in government and in advancing client interests with significant environmental policy, energy, government contracting, economic development and financial services and other issues, Walsh is a leader in advocacy efforts before the Legislature, the Governor’s Office and relevant state agencies. Walsh joined Manatt in 2008 after having served more than a decade in senior positions in New York State government, including as a senior assistant counsel in the Governor’s Counsels Office with a portfolio that included energy, environmental conservation, procurement and local government legislation and issues, as the Legislative Counsel at the NYS Department of Environmental Conservation, where he was integrally involved in legislative and regulatory matters, and as a counsel for the Senate Majority Counsel/Program office handling environmental and local government-related legislation.
