Profile

For 30 years, Tom Enders has worked with leading health care organizations to improve the management and delivery of health care. He is one of the nation’s leading strategy and organization development consultants to academic health systems, medical schools, children’s hospitals and associations.

Clients turn to Tom to lead complex, multistakeholder strategic planning initiatives; for his knowledge of the formation of new delivery system models, including joint ventures, accountable care organizations and clinically integrated networks; and for his depth of experience in academic medicine, extending to research planning, advanced information technology and organization structure.

Tom also counsels provider organizations around the country on Medicaid policy and provider delivery transformation, payment and reimbursement reform, mergers and acquisitions, and information technology strategy.

Before joining Manatt, Tom was a senior partner and managing director with Computer Sciences Corp.’s global health solutions practice. He was responsible for the company’s East Region health delivery practice, which included strategic services, clinical systems implementation and optimization, revenue cycle, technology and integration services, performance improvement, and information technology outsourcing for leading health care providers.

Prior to CSC, Tom was a partner with APM, a health care management consultancy. There, he led projects related to strategy development, organization change and performance improvement.

Tom's recent engagements include:

  • Supported a New England health system and medical school in developing a vision and organization structure for the use of data and analytics in support of the enterprise strategic plan and the support of a learning health system (LHS) model.
  • Worked closely with the AHA to assess the trends shaping the future of Medicaid and its interaction with the public and private exchanges, culminating in the creation of a series of tools to assist members in achieving positive outcomes, including a Medicaid Reform Framework and a readiness checklist.
  • Supported a national nonprofit health system in the completion of a complex multiparty transaction with a cardiovascular research institute and top medical school, which included the development of a new governance structure, an integrated medical staff model, and an ambitious five year strategic plan to advance cardiovascular research.
  • Led a top ten academic medical center in the development of a comprehensive clinical enterprise strategy, including initiatives related to network ACO development, program enhancement, and operating model improvement.
  • Assisted a leading children's hospital in planning and implementing a population health division and multiple related initiatives.
  • Led the development of an enterprise information services strategic plan for a leading academic health system.
  • Assisted an academic medical center renegotiate its academic affiliation strategy.
  • Led a comprehensive coalition-building initiative for Medicaid reform, resulting in a "next generation" Medicaid delivery system reform.
  • Worked with a West Coast hospital association and its academic medical center members to define a sustainable graduate medical education financing system.
  • Developed an enterprise strategic plan for a leading academic medical center, encompassing its research, educational, and clinical missions.
  • Completed a "road map to integration" for an 11-hospital system in the Midwest, including developing recommendations for a new governance and corporate structure to support its implementation. Subsequently led the development of its strategic plan.
  • Established a Medicaid reform initiative with a leading children's hospital and pediatricians throughout its state.
  • Supported joint venture development for the implementation of an integrated service line.
  • Completed an enterprise IT strategy for a leading academic medical center.
  • Designed a clinically integrated network, including a children's hospital, pediatricians, and pediatric specialists.
  • Prepared a multiparty business and investment plan for a regional ACO.
  • Prepared a strategic and financial plan for a statewide NGO that is building a research data warehouse and related analytical tools.
  • Developed an informatics and reporting strategy for a major national association of providers.
