Zach Howe

Zach Howe is a partner at Manatt whose practice focuses on appellate litigation. During his career, Zach has presented oral argument over 50 times in various appeals courts, including the U.S. Court of Appeals for the Ninth Circuit, the Supreme Court of Ohio and intermediate appellate courts in Ohio and Texas. His experience includes handling a wide variety of civil and criminal appellate matters. Beyond appeals, Zach is a seasoned trial attorney with 11 jury trials to his name and years of experience as a former federal prosecutor. Drawing on that experience, Zach also supports clients in white collar and high-stakes civil litigation matters, government and internal investigations, and corporate compliance counseling.

Before joining Manatt, Zach served as the Chief of Staff in the U.S. Attorney’s Office for the Southern District of California, one of the largest and busiest U.S. Attorney’s Offices in the nation. In that role, Zach advised the U.S. Attorney on matters relating to all aspects of the office, played a leading role in implementing the office’s strategic priorities throughout the district, and partnered with senior leadership from across the office and local agencies to address case-related issues and formulate prosecutorial priorities and strategies.

Prior to joining the front office at the U.S. Attorney’s Office, Zach practiced appellate law in various capacities, including as an Assistant U.S. Attorney in the U.S. Attorney’s Office, as an associate at a leading international law firm, and as the Simon Karas Fellow in the Ohio Solicitor General’s Office. While in private practice, Zach represented companies in appeals involving contract disputes, tort claims, condemnation proceedings and regulatory matters, among other sophisticated civil-litigation issues. Zach also clerked for the Honorable Leslie H. Southwick on the U.S Court of Appeals for the Fifth Circuit.

An active member of the legal community, Zach serves as an Appellate Lawyer Representative to the Ninth Circuit. He is also the Communications Chair and an Executive Committee Member of the San Diego Appellate Inn of Court.
