Arkansas: A Leading Laboratory for Health Care Payment and Delivery System Reform

As states’ Medicaid programs continue to evolve from traditional fee-for-service to value-based healthcare delivery, there is growing recognition that systemwide multipayer approaches provide the market power needed to address the triple aim of improved patient care, improved health of populations, and reduced costs. In considering how to effectively contend with these challenges, states can learn from and adopt similar strategies used by early innovators such as Arkansas. A new issue brief authored by Manatt for The Commonwealth Fund studies insights and shares lessons learned from the Arkansas Health Care Payment Improvement Initiative (AHCPII), a statewide payment reform initiative that spanned outpatient and inpatient care. Informed by extensive research and interviews with the leadership and key stakeholders in Arkansas, “Arkansas: A Leading Laboratory for Health Care Payment and Delivery System Reform” addresses AHCPII’s origin, key components and evolution, as well as its potential for replication and success in other states.
