Bio

Kinda Serafi

Kinda Serafi is a partner at Manatt Health where she leverages her extensive experience in healthcare law and policy to advise a diverse array of clients including states, foundations, managed care plans, providers, and technology companies. Her work encompasses strategic counsel, policy analysis, and operational planning support for state Medicaid and Children’s Health Insurance Program (CHIP) agencies. Kinda is adept at drafting and negotiating Medicaid State Plans and 1115 Waivers, shepherding managed care plan contract amendments, and leading complex multistakeholder engagement efforts. Additionally, her role at Manatt involves providing technical assistance to states through initiatives such as the Robert Wood Johnson Foundation’s State Health and Value Strategies Program. 

Kinda Serafi is recognized as a subject matter authority on Medicaid and CHIP eligibility and enrollment. Her deep knowledge extends to designing and implementing innovative Medicaid service delivery models for special populations, including justice-involved populations, children and youth with special health care needs, pregnant and postpartum individuals, and families impacted by the child welfare system.

Prior to joining Manatt, Kinda served as the director of policy of the Children’s Defense Fund-New York. She also worked as the director of legal advocacy and organizing at the Lenox Hill Neighborhood House, where she launched and supervised a multidisciplinary civil legal services department. Earlier in her career, Kinda was a law guardian at the Legal Aid Society, representing abused and neglected children in all aspects of litigation in Bronx Family Court. She also served as the deputy director of programs and policy for the Children’s Defense Fund in Washington, D.C.
