Bromley Quoted in Billboard on Decline in Spotify Mechanical Royalty Rates

Manatt Entertainment Leader was quoted in a Billboard article about how Spotify's blended per-stream mechanical rate decreased by approximately 51% between 2023 and 2025 as a result of the platform's bundling practices.

The piece, which analyzes data compiled by Manatt’s and Spotify's reports to the Mechanical Licensing Collective, comes at a critical time as songwriters, publishers and digital service providers are currently in active negotiations for new rates through the Copyright Royalty Board's ongoing Phono V rate determination process, Bromley noted.

“Mechanical royalties—particularly on Spotify—have dropped dramatically over the past two years, not because music is being played less, but because of fundamental changes in how these royalties are calculated,” said Bromley. “Now is the time to set the record straight and ensure a future for working songwriters in the United States.”
