Manatt Expands Health Care Capabilities, Adding Former New York State Department of Health Director Tracy Raleigh

Manatt, Phelps & Phillips, LLP, a multidisciplinary, integrated professional services firm, announced today that Senior Advisor Tracy F. Raleigh has joined Manatt Health in the firm’s Albany office.

Raleigh comes to the firm from the New York State Department of Health’s (NYSDOH) Office of Primary Care and Health System Management, where she directed all activities of the Center for Planning, Licensure and Finance—including policy and program development, operations, staff planning, and recruitment. She has also served as Assistant Director of Public Finance and Portfolio Monitoring for the Dormitory Authority of the State of New York (DASNY) and served on the Board of DASNY during her tenure at the NYSDOH.

Raleigh advises providers and other health care organizations on strategic planning, performance improvement, delivery system transformation, capital financing and financial restructuring. Her practice focuses on distressed health care provider restructuring and turnaround; strategic planning for inpatient, ambulatory, post-acute, and physician and community organizations; capital financing and access for health care providers; business planning and financial feasibility; health care governance models; alternative payment models, including value-based payment; and population health initiatives.

“Tracy brings impressive leadership experience across multiple government agencies within New York State, especially as it relates to payment and delivery system reform and health care provider debt and financing,” said Bill Bernstein, leader of Manatt Health. “With a deep understanding of the entire health care system within the State, she will leverage her background to advise providers and payor organizations on strategy and business planning engagements.”

At NYSDOH, Raleigh oversaw functions related to health system planning and licensure—such as the administration of the Certificate of Need Program and efforts to modernize and streamline health care laws and regulations. She also led teams to implement operating and capital grant programs, including more than $3 billion in grants authorized under the Capital Restructuring Financing Program, the Essential Provider Support Program, the multiple phases of the Health Care Facility Transformation Programs, the Vital Access Provider (VAP) Program and the Value Based Payment Quality Improvement Program (VBP QIP). Additionally, Raleigh led COVID-19 pandemic response teams related to the innovative Surge and Flex and vaccine distribution state programs, where she provided oversight and implementation of load balancing policies, alternate inpatient care and testing sites, and coordination of Vaccine HUB hospitals, including distribution and redistribution of vaccines.
